Cooperation between authorities and its background

Both the Riksbank and Finansinspektionen have the task of promoting a stable financial system. This means that these authorities have partly overlapping tasks, but they each have different ways and means of performing these tasks and take different perspectives in their analyses and assessments. Both authorities also participate in international organs such the Basel Committee on Banking Supervision and the European Systemic Risk Board (ESRB). There is thus a mutual need for consultation and exchange of information between the authorities.

 

The cooperation between the Riksbank and Finansinspektionen is already specified in the so-called four-party agreement. The new council will complement this agreement by further developing the authorities' cooperation around preventive macroprudential policy work.

 

The Riksbank and Finansinspektionen will continue to make independent decisions within their areas of responsibility in accordance with the decision-making processes that apply at the respective authorities. The council will thus not alter the independence, responsibility and decision-making rights of the respective authorities with regard to their tasks.

 

The conditions for the council will cease to apply if responsibilities and powers concerning macro-prudential policy are regulated by law inf some other way.
