Cooperation with Finansinspektionen on the countercyclical capital buffer
News Today, the Riksbank participated in a collaborative meeting at Finansinspektionen and communicated its position for the countercyclical capital buffer ahead of Finansinspektionen’s decision for the third quarter of 2025. The Riksbank considers that the countercyclical capital buffer rate should remain unchanged at its positive neutral level of 2 per cent for the third quarter of 2025.
In Sweden, Finansinspektionen (the Swedish financial supervisory authority) is responsible for the countercyclical capital buffer as part of its macroprudential responsibilities and it is required to set the countercyclical buffer rate every quarter. Legislation provides the Riksbank with the opportunity to comment before Finansinspektionen makes a decision on the buffer rate.
