Consultation: New regulations to safeguard payments in crisis and war

News The Riksbank proposes new preparedness regulations for companies that are of particular importance for the execution of payments. The proposal means that more companies should be covered by the Riksbank's regulations and that the requirements relating to companies’ planning and preparation for a state of heightened alert are developed and made more concrete. The aim of the new regulations is to ensure that the public can make payments even in times of crisis and war.

The Riksbank proposes, among other things, that companies should have a wartime organisation for payment operations. The organisation shall be staffed, trained and carried out exercises. The proposals are based on the requirements of total defence.

The Riksbank also proposes general guidelines aimed at providing support to the companies' work on establishing a wartime organisation and taking into account the requirements of total defence.

The proposal also means that more companies should be considered to be of particular importance for payments and therefore subject to the preparedness regulations.

The proposed date for entry into force of the regulations and the general guidelines is 1 January 2027. However, for the additional companies, the provisions relating to their planning and preparation will enter into force on 1 July 2027.
