Background - new Sveriges Riksbank Act

On 23 November 2022, the Riksdag took a decision on a new Sveriges Riksbank Act. The decision involves a new Sveriges Riksbank Act and certain amendments to other laws that touch on the Riksbank's operations, as well as amendments to the constitution that relate, among other things, to the Riksbank's responsibilities and position in accordance with the Instrument of Government.

Amending constitutional law requires that the Riksdag takes two decisions with the same content and that there is a general election to the Riksdag between the two decisions. The first decision was taken on 2 June 2022 and meant that the draft constitutional amendment was adopted pending a second decision. The second decision, on 23 November 2022, adopts the draft constitutional amendment finally. On the same occasion, the Riksdag decided on the new Sveriges Riksbank Act and the other laws.

BACKGROUND - NEW SVERIGES RIKSBANK ACT

The former Sveriges Riksbank Act was drawn up in the second half of the 1980s. A review of the act was later conducted and provisions on price stability and the independence of the Riksbank were introduced in 1999. In December 2016, the Government decided to instruct a committee, the Riksbank Committee, with members from all parliamentary parties, to review the Sveriges Riksbank Act and the role and tasks of the Riksbank.
